Our Mission Statement

 
The Greene County Industrial Development Authority's concentration is on Economic Development. The Authority’s focus is on the creation, attraction, and retention of business. GCIDA offers financial assistance through a variety of loan programs, and also offers techincal assistance. To offer this assistance, GCIDA works with our federal and state legislators as well as development partners, (Waynesburg University and the University of Pittsburgh Institute of Entrepreneurial Excellence) to further expand business opportunities throughout the County. GCIDA is the lead agency for industrial recruitment and expansion in Greene County, and actively partners with the Greene County Board of Commissioners to foster economic growth in the County. Through the support of local government, GCIDA provides information and assistance for manufacturing and distribution investors interested in site locations for new or expanding operations.

Request for Qualifications

PUBLIC NOTICE REQUEST FOR QUALIFICATIONS

GREENE COUNTY INDUSTRIAL DEVELOPMENT AUTHORITY, GREENE COUNTY, PA CONSULTANT SERVICES

The Greene County Industrial Development Authority (GCIDA) is seeking a qualified environmental consultant with the capacity to assist with implementation of the U.S. Environmental Protection Agency (EPA) Community-Wide Brownfields Assessment Grant.  The grant amount is  $500,000, of which, $476,600 is allocated to contractual services to perform the assessment work to include but not limited to,  Phase I and Phase II  Assessments, Remedial Action Plans, Quality Assurance Project Plans, Sampling and Analysis Plans, and to provide other environmental professional services to implement the grant.

 

The Assessment funding will be used to identify, inventory, characterize, rank and select existing brownfield sites contaminated with hazardous substances within the County of Greene for site-specific assessment, and also develop liability management and remedial strategies that allow for the safe and viable monitoring, redevelopment and/or reuse of the identified properties.  The selected consultant will assist the Authority with grant management and will be the primary entity performing site identification, inventory, characterization, ranking, selection, and environmental assessments in addition to preparing all required technical documents applicable to the grant.

 

Included in the proposal must be a list of grant funding the environmental consultant has assisted in obtaining in the past five (5) years.

Five (5) hard copies of the sealed proposals must be received no later than Friday, August 22, 2025 at 1:00 PM at which time proposals will be opened.  Following a review of proposals by the review committee,  the GCIDA Board will select a consultant during their normal meeting on September 9, 2025.

 The Revolving Loan Fund (RLF) was established to provide seed money to promote job development and business growth and expansion within Greene County. The RLF is designed to stimulate expansion and assist small business for the purpose of retaining and creating job development in Greene County. 

As a part of our Revolving Loan Funding, due to COVID, the IDA has created an Emergency Loan Program to assist our local businesses during this economic disaster.

Interest Rates- Annual fixed rate of 1% with the exception of refinancing/debt consolidation which will be an annual fixed rate of 2%

Term- Emergency Loans will have a repayment period of fifteen (15) years.

Loan Amount- Maximum amount for loans will be $50,000

Deferral Period- For the first ninety (90) days, loans will be deferred and interest free.
